ABOUT THE PRESENTERS:
David Cooper (CEO)
Mr. David Cooper is the owner of Iviry, an IT company specializing in Managed Services and Cybersecurity Compliance for Defense Contractors. Iviry is one of several firms he leads, alongside Anglicotech LLC, a Veteran-Owned Small Business focused on Supply Chain Modernization, and HazeGrayCyber, which provides maritime cybersecurity solutions. He earned a Bachelor’s degree in International Affairs from Georgia Tech and a Master’s in IT Management from the Naval Postgraduate School.
Before founding his companies, David spent over five years on the Government acquisition team for the Global Combat Support System – Marine Corps (GCSS-MC), where he held multiple leadership roles supporting the modernization of the Marine Corps’ supply chain.
He served over twelve years on active duty in the U.S. Marine Corps as an Infantry Officer and four years in the reserves. His service included a combat tour in Iraq in 2003, where he supported the Army’s 3rd Infantry Division as a close air support coordinator. He was awarded a Bronze Star with Combat ‘V’ and a Purple Heart.
Randy Delarm
Randy Delarm is the Chief Growth Officer at Iviry IT, bringing more than 35+ years of experience in cybersecurity, federal acquisition strategy, and mission-driven technology delivery. He has led strategic growth initiatives across the Department of Defense (DoD), Homeland Security, and other federal sectors, with a focus on helping small and mid-sized contractors understand and meet evolving compliance requirements.
At Iviry, Randy is instrumental in aligning Iviry’s managed cybersecurity and compliance offerings with the needs of the Defense Industrial Base (DIB), including the upcoming CMMC Final Rule. He works closely with agency stakeholders, partners, and clients to ensure Iviry’s solutions remain scalable, policy-aligned, and impactful. Randy’s extensive knowledge of federal regulations, including DFARS, FAR CUI, and 32 CFR Part 170, positions him as a strategic advisor to companies navigating CMMC 2.0 and preparing for the shift to CMMC 3.0.
Adam Kangiser
Adam Kangiser is a Compliance Analyst at Iviry IT, where he supports defense contractors in achieving and sustaining cybersecurity compliance under federal frameworks such as NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC). A Certified CMMC Registered Practitioner with a Master’s degree in Computer Science and deep hands-on experience in cybersecurity, Adam plays a critical role in helping clients assess risk, define compliance boundaries, and implement technical controls that align with evolving DoD requirements.
His background includes network and systems administration, policy development, SIEM implementation, and incident response—giving him a well-rounded perspective on both strategy and execution. Adam also assists with developing System Security Plans (SSPs), Plans of Action and Milestones (POAMs), and provides technical guidance throughout the CMMC lifecycle. With a proactive, detail-oriented approach, he helps organizations bridge the gap between compliance and operational security.
